The convening of the 30th United Nations Climate Change Conference (COP30) in November 2025 not only places Brazil at the forefront of global environmental discourse but also transforms the local economy of the state of Pará. With BRL 5 billion invested in infrastructure and expectations of receiving over 40,000 participants, the event is catalyzing employment generation across key sectors—from civil construction to business tourism—while simultaneously exposing long-standing structural challenges.

Emerging Sectors: Where Opportunities Lie

  • Services and Tourism: The hospitality sector in Belém has already witnessed an increase of 43,000 visitors during pre-COP events and anticipates hiring 70,000 temporary professionals for COP30, including receptionists, tour guides, and logistics specialists. Floating hotels and partnerships with alternative lodging platforms are under consideration to meet projected demand.

  • Civil Construction and Infrastructure: Modernization of hotels, expansion of public thoroughfares, and the development of convention centers are expected to generate 420,000 jobs by the end of 2025.

  • Renewable Energy and Sustainable Agribusiness: The transition toward a low-carbon economy creates demand for professionals skilled in clean technologies, such as environmental engineers and carbon credit auditors. Companies like Oleoplan Pará—a pioneer in biodiesel production—illustrate the rising need for consultancy in environmental licensing and ESG-compliant practices.

  • Technology and Data Management: Deforestation monitoring and supply chain traceability platforms, such as those developed by Serasa Experian, necessitate data analysts and georeferencing experts.

Key Figures Driving Transformation

  • 70,000 Temporary Jobs: Projection by the Brazilian Association for Human Resources (ABRH-PA) for direct and indirect services during the event.

  • BRL 100 Million in Tourism Infrastructure: Investments by Fungetur aimed at modernizing hotels and expanding accommodation capacity.

  • 59% Informality Rate in Pará: A figure that starkly contrasts with the national average of 39.3%, underscoring the urgent need for professional qualification programs.

The Legacy of COP30: Toward a Green and Inclusive Economy?

Experts assert that the event should serve as a catalyst for long-term public policies. The Ministry of Finance’s “Ecological Transformation Plan,” which includes the Tropical Forests Forever Fund (TFFF), seeks to attract USD 1.3 trillion in green investments, thereby generating employment in sustainable management and forest preservation.

According to the Ministry’s Secretariat for International Affairs in April of this year: “The challenge lies in ensuring that temporary employment opportunities transition into permanent roles aligned with the low-carbon economy.”

Local Expertise at the Forefront of Environmental Innovation

With over seven years of operational experience in the state of Pará, Green Forest Environmental Consulting has positioned itself as a strategic partner in land regularization and the licensing of sustainable projects. Specializing in solutions such as the Rural Environmental Registry (CAR) and Degraded Area Recovery Plans (PRAD), the firm aids enterprises in meeting international regulatory demands—such as the European Union Deforestation Regulation (EUDR 2023)—which are critical for attracting global investment.
